Job summary: The Finance Officer, based in Addis Ababa, will be responsible for the day-to-day accounting functions for USAID’s Act to End NTDs | East program in Ethiopia, as well as other RTI projects in Ethiopia, as needed. The Finance Officer will be responsible for posting transactions in QuickBooks, uploading supporting documentation, following up on clearing staff advances, accounting for VAT receivables and tax liabilities, preparing monthly payroll, and disbursing activity payments. The finance officer is expected to utilize appropriate RTI systems and follow proper accounting procedures to disburse, account for, and report usage of funds. The position requires frequent travels up to 40% of the time to the Oromia, Gambella, Benishangul Gumuz, and Tigray regions.

Responsibilities:

  • Assist the Finance Manager with day-to-day financial activities.
  • Support preparation of the bi-weekly cash management request and cash forecast.
  • Prepare all CPV, PCPV, CRV and JV.
  • Manage staff cash advance accounts and reconciliations.
  • Prepare journal vouchers or adjusting entries for necessary reviews and approvals.
  • Prepare and process income tax, pension, and provident fund payments to the government.
  • Prepare the monthly reconciliation of VAT receivable, income tax, pension, and withholding taxes payable accounts.
  • Provide support to the Finance Manager in compiling and submitting the monthly financial reports package (preliminary and final extract).
  • Prepare checks and check payment vouchers to confirm successful payment processing to vendors/suppliers, consultants, and staff.
  • Ensure that employees clear previous advances before approving new advance requests.
  • Prepare and share budget versus actual (BVA) to the program and operation teams in monthly basis.
  • Review purchase requisitions in the absence of finance manager.
  • Update petty cash log sheet in weekly basis & conduct petty cash count every week in the absence of finance manager.
  • Alert and follow up with staff and external partners for advances pending over 30 days.
  • Prepare relevant journal vouchers in a timely manner to address monthly financial reporting compliance issues raised by the Regional Office/Compliance teams.
  • Ensure that all expenses are properly authorized and documented before posting and uploading supportive documentation by checking correct budget codes, sub classes and GL codes (in liaison with the Finance Manager)
  • Pay per diems to workshop/training/meeting participants and collect relevant supporting documentation during activity implementation in Addis Ababa and outside of Addis Ababa.
  • Other duties assigned by the Finance Manager


Qualifications

Required Qualifications and Experience:

  • Master’s or bachelor’s degree in accounting and finance/commerce and minimum 1 year of working experience in accounting for Master’s degree or 3 years working experience in accounting for Bachelor’s degree.
  • Experience of working with USAID project preferable.

Skills & Abilities

  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
  • Excellent knowledge of accounting systems e.g., QuickBooks
  • Ability to multi-task & work well with others
  • Ability to listen and communicate well both verbally and in writing
  • Ability to work independently
  • Attention to detail and accuracy
