While the bulk of operations continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

JOB PURPOSE: Under the overall supervision of the Head of Hawassa Sub Office and functional leadership of the Head of Logistics and direct supervision of the Head of Fleet, the incumbent will be responsible for the overall management and oversight of all Fleet Management activities in Hawassa Logistic Hub and co-ordinate Fleet operations in accordance to the Procedures, Normative Guidelines and Business Rules as set by WFP. 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Manage and monitor the performance of the trucks / trailers to achieve maximum utilization, Vehicle Routing & Scheduling for the timely deliveries of both Food and Non-Food-Items for Operational needs.
  • Carry out Scheduled Maintenance & Repair, Overhaul, Reconditioning, Modifications, in a most efficient manner with the ultimate objective to ensure that all vehicles are maintained to a high standard and roadworthy condition.
  • Responsible to oversee the Materials Management aspect of the operation and in particular the controlling, justification and issuance of Spare Parts, tires, lubricants & Consumable Materials at the Area offices and Sub offices level.
  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts / tires and materials required for the operation and submit these requests for the approval of the Fleet Manager
  • Ensure that proper Workshop Administration, record keeping & vehicle History Records are well maintained via the Fleet Management System for all AOs and SOs.
  • Directly manage WFP Staff and Drivers / convoy leaders to ensure that they report on time and work efficiently.
  • Responsible to Manage and ensure that all reports and information as required by the Organization are produced promptly on a timely basis. Additionally analyze information and quality of report prior to distribution.
  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts / tires and materials required for the operation and submit these requests for the approval.
  • Responsible for the Management of POL (Petroleum, Oil & Lubricants) ensure that the quality / quantities of the supply of fuel & lubricants are in accordance with standards set.
  • Ensure that all Repairs & Maintenance performed to vehicles / machinery is in accordance with the required standards established to achieve maximum reliability with minimum downtime and quality Workshop Management maintained.
  • Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.
  • Ensure that minimum Health and Safety requirements are met in full, together with considerations for environmental needs.
  • Responsible to ensure that all staff (Persons Reporting) carry out their duties in accordance with their Job Descriptions set.
  • Continuously collect and collate valuable data or information relating to improvements required for Standardization and Development purposes for Fleet Management and communicate this information to other staff in Fleet.
  • Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.
  • Travel occasionally, as required by the Organization.
  • Will perform any other duties as requested.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

At least three years of professional level relevant experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport, and distribution management.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Good Understanding of Supply Chain processes, systems and tools.
  • Comprehensive understanding and good working knowledge with database management system for stock control/procurement software package.
  • Experience gained in logistics and fleet field considered an asset.
  • Good analytical skills, resourcefulness, initiative, tact and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Experience in commercial or humanitarian transportation sectors.
  • Experience working with corporate systems (databases, software).
  • Experience in writing, preparing reports and presentations.
  • Extensive experience with computerized Fleet Management System is an advantage.

Fluency (level C) in English
